14th District

  COUNCIL DISTRICT 14 PROFILE

The 14th City Council District covers portions of the downtown central business area as well as sections of the northeastern portion of the city, including residential neighborhoods in Highland Park, Eagle Rock, El Sereno and Boyle Heights. It features a heavy concentration of manufacturing and warehousing operations east of downtown and along Cesar Chavez Avenue, Alameda and Soto streets, and Washington and Olympic boulevards. These include the City's fashion district - the biggest in the nation - the toy district and the flower and produce markets. The balance of the district consists primarily of high-density residential areas and commercial corridors serving a mostly Latino population.

INDUSTRIAL PROFILE

Medium to major manufacturing, particularly apparel, toys, furniture.

Fresh produce and flower markets.

Concentration of warehousing and distributing operations.

Emphasis on small, neighborhood-oriented retail/service business.

Large concentration of high-rise office buildings downtown, dominated by government, corporate and professional tenants.

LABOR FORCE

Abundant, diverse pool of semi-skilled and specialized workers, with an emphasis on entrepreneurial talent.

AVAILABLE BUSINESS INCENTIVES

Most of district included in special State Revitalization Zone offering various tax incentives, hiring credits, etc. to local businesses.

L.A. Community Development Bank service area: low-interest loans and loan guarantees, technical assistance for businesses in or relocating to area.

Several sections of district included in major L.A. CRA redevelopment project area.

TRANSPORTATION

Excellent access to the Pasadena (SR-110), Ventura (SR-134), Golden State Ana (I-5), Pomona (SR-60), and Santa Monica/San Bernardino (I-10) freeways, linking district to other areas of the city.

Union Station located in district, providing access to Metrorail and Metrolink commuter rail lines.

Alameda Corridor project to be developed through district.

Various downtown "DASH" shuffle routes serve downtown, surrounding areas.

REAL ESTATE

Good supply of commercial space available at competitive rates.

Newer office buildings downtown command premium rates.

Large MTA Gateway transportation/office/hotel project in development.

HOUSING

Most residential areas are high density.

Good mix of single-family homes and apartment choices available, much in affordable price range.

EDUCATIONAL OPPORTUNITIES

Occidental College, Cal State University, Los Angeles located in district .

L.A. Central Library downtown.

Numerous public and private K-12 schools, including several magnet, charter and LEARN schools offering enriched curricula in a variety of subjects.

Variety of preschools and community child care centers.

HEALTH CARE

L.A. County/USC Medical Center located in district.

Access to facilities in adjacent areas, including Glendale Adventist Medical Center, offering full range of inpatient and outpatient services.

Community clinics in Latino areas serve Spanish-speaking residents.

POINTS OF INTEREST

Civic Center includes all major city, county, state government offices and courts.

District includes several community parks and recreation centers, including Lincoln Park and Plaza de la Raza; Arroyo Seco Park; newly renovated Pershing Square downtown.

Olvera Street and Plaza de Los Angeles major tourist attractions.

District adjacent to such attractions as Dodger Stadium, Rose Bowl, Chinatown.
